Orange County Emergency Medical Services (2017-2020)
In addition to the EMS program budget, in 2017 I assumed direction over health emergency management program grants. The County of Orange receives grant funding through the Public Health Emergency Preparedness (PHEP), Hospital Preparedness Program (HPP), Cities Readiness Initiatives (CRI), Pan Flu, Labs, and homeland security grants. During my tenure, I developed and executed annual budgets in the amount of $7.2M and managed a one time $80M special funding for EMS and HEMS Divisions. In addition, the County of Orange received a one-time Federal COVID funding allocation in the amount of $80M which I oversaw and administered. Budget and Grant funding included:

Reversed Revenue Loss
Orange County Emergency Medical Services (2018-2019)
Between 2018 and 2019, the HEM program underwent a grant audit for years 2014/2015. The leadership during those years failed to properly account for grant expenditures and the County was facing a $3.2M grant audit loss. I was able to mitigate the loss through accounting and reconciliation of grant expenditures resulting in a reduction of grant forfeiture in the amount of $130,000.
Cost Reduction
Orange County Sheriff's Department (2016)
Between 2014 and 2019, I developed, implemented and managed the Orange County Sheriff's Department Aviation ALS Search and Rescue and Tactical Medic Program. I was able to save the OCSD over $450,000 in program costs in the first year of operations. In 2017 I was awarded the Medal of Merit for my contributions, leadership and the cost savings for developing the program.
Capital Expansion Project
Mission Hospital Regional Medical Center (2009-2011)
I led and successfully managed $10M capital expansion of invasive cardiovascular program with the addition of a robotic Stereotaxis cardiac electrophysiology room. Expansion included room buildout and equipment acquisition. This expansion project resulted in improved outcomes and shorter procedural times for patients undergoing cardiovascular electrophysiology ablation procedures for abnormal cardiac rhythms such as atrial fibrillation, atrial flutter, supraventricular tachycardia and other rhythm disturbances.
Negotiated Clinical Improvement Project
Mission Hospital Regional Medical Center (2009-2011)
I led the negotiation of a 2-year contract for ETCO2 monitoring supplies at market value and 15 ETCO2 monitors at no cost saving $30,000. I also led the policy change to the moderate sedation policy requiring and implementation of the use of ETCO2 for procedural sedation.

I was responsible for designing, implementing, and monitoring unit/program budgets. This involved expenses, allocating resources, and establishing a budget that optimizes patient care and staffing. I prepared for staffing fluctuations and maximized staffing while mitigating the use of overtime and managed the budget for registry staff to assist with staffing needs. I was responsible for ensuring expenses were within the unit's budget.
