Pediatric Emergency Department and Trauma Center

Orange County Emergency Medical Services (2013 & 2014)

In 2013 I provided the regulatory oversight and ultimately approved and designated Children's Hospital of Orange County (CHOC) as an Emergency Department. Designation of Emergency Departments, Trauma Centers, Base Hospitals, Stroke Centers and Cardiac Centers falls under the authority of the Local Emergency Medical Services Agency. This designation allowed CHOC to receive walk in and pre-hospital patient transports into their emergency room. In 2014, I provided the regulatory oversight and approved CHOC as a Level II Trauma Center and a Base Hospital. The Base Hospital designation allowed CHOC to provided online medical control for pediatric EMS calls throughout Orange County. CHOC became the first Pediatric Emergency Department and Trauma Center in Orange County.

Aviation Support Unit Search & Rescue and Tactical Medic Program

Orange County Sheriff's Department (2014)

In 2014 I developed, operationalized and managed the aviation search and rescue program providing advanced life support air rescue operations, tactical medic response and tactical K-9 casualty care for the entire county of Orange. In 2017, I was awarded the Medal of Merit at the OCSD's annual Medal of Valor awards ceremony for establishing the program and saving the OCSD over $450,000 in the first year of operations.

Health Emergency Operations Center/Agency Operations Center (AOC)

Orange County Emergency Medical Services (2014-2020)

In 2014, I led the restructure and operationalized the Agency Operations Center to provide a coordination center for disasters affecting health care facilities in Orange County. In 2020, I led and managed the incident command logistics functions and the local distribution center warehouse operations for the Agency Operations Center which proved successful for the COVID Pandemic response. As the Logistics Chief, I was responsible for procurement of supplies and equipment and distribution of these supplies and equipment to healthcare entities who submitted resource request to the AOC.

Health Care Coalition of Orange County

Orange County Emergency Medical Services (2017)

In 2017 I led the establishment of the Health Care Coalition of Orange County (HCCOC). The HCCOC brought members together from hospitals, outpatient facilities, dialysis centers, EMS providers, home health and hospice providers, long term care, skilled nursing facilities, and public health providers for health diaster planning and response initiatives. The goal of the HCCOC was to develop and coordinate healthcare related disaster and response plans among all healthcare facilities throughout Orange County. The HCCOC met monthly and members were updated on countywide health disaster planning activities, training and exercise programs, disaster related education opporrunities, and grant funding awards. In 2019, the coalition committee members finalized the HCCOC charter.

Ambulance Request for Proposals

Orange County Emergency Medical Services (2015)

In 2017 I authored, implemented, and provided oversight for the request for proposals (RFP) for five exclusive operating area (EOAs) contracts for the provision of emergency ambulance service providers in Orange County. Previously, the Orange County Fire Authority was administering the RFP and had 22 EOAs. My team evaluated the EOA's, populations, payer mix and transportation times within those EOA's and consolidated the 22 EOA's into 5 EOA's to balance the population and payer mix distributions. The establishment of ambulance EOA's was required as this allowed the County to designate one ambulance provider to operate in one area exclusively without violating the Sherman Antitrust Act.

County EMS Administration & Operations

Orange County Emergency Medical Services (2012-2020)

During my tenure, I provided regulatory and administrative oversight and management of the Orange County Emergency Medical System (OCEMS) inclusive of emergency communication centers, fire and law enforcement first responders, ambulance transport, online medical control, definitive care and specialty services, quality improvement programs, EMS regulation, statutes and policy, training institutions and public information and education.

County Health Emergency Management Administration & Operations

Orange County Emergency Medical Services (2016-2020)

During my tenure, I provided regulatory and administrative oversight and management of the Orange County Health Emergency Management system inclusive of disaster preparedness and response, agency operations center, medical reserve corps, communication systems, local distribution center warehouse, disaster caches, points of dispensing sites, planning and exercise, emergency monitoring systems (Bio-Detection System, Bio Watch, ChemPack programs), and system level emergency response and disaster plans.

Air Ambulance Administration & Operations

Air Methods Mercy Air (2009-2010)

I led, medical oversight, management, and operational control over 17 bases throughout southern California, northern California and Nevada with 168 Medical flight crew members. Strategically led medical and operational control over 17 air medical bases throughout California and Nevada maximizing utilization, quality standards, staffing, payroll and operational efficiency.

Post Baccalaureate Registered Nurse Residency

VA Tennessee Valley Health System (2023-2024)

Responsible for scheduling and staffing up to 12 nurse residents at a time as they rotate through 34 service areas/nursing units during their nurse residency program.

Assistant Professor of Nursing

Santa Ana College Nursing (2016-2024)

Responsible for coordinating course didactics and schedules for 60 nursing students per semester. Responsible for scheduling and staffing 10 nurse clinical rotations twice each semester.

Assistant Emergency Medical Services Director

County of Orange Health Care Agency (2012-2020)

Responsible for leading, staffing, scheduling and payroll management of four mid-level managers and 28 total emergency medical services and emergency management staff.

Chief Tactical Flight Medic

Orange County Sheriff's Department (2014-2019)

Responsible for leading, staffing and scheduling 12 flight medics for the air rescue program. Responsible for staffing and scheduling flight medics for covering call for search warrants, barricaded suspect situations, high profile community events and other high-risk events.

Medical Manager

Air Methods- Mercy Air (2008-2010 & 2013-2015)

Responsible for leading, staffing, scheduling and payroll management of 168 flight crew members (nurses and paramedics) for medical base operations throughout California & Nevada.

Clinical Manager

Mission Hospital Regional Medical Center (1998-2012)

Responsible for leading, staffing, scheduling and payroll management of up to 134 registered nurses (varies by department I led). Emergency Department 134 registered nurses, Cath Lab 32 registered nurses & radiology technicians.
